I have a 1980 scout with a diesel and I was told that the turbo only goes up to 4-6 psi of boost. I am in the process of getting a boost gauge to know for sure. But I was wondering what the waste gate looks like. I think I might know what it is but I'm not sure. I was also wondering if the waste gate could be deleted and then I could just watch my boost pressure and temperature.

I wouldn't go disabling it. Because the SD33 is a very high compression ratio diesel it can't deal with a lot of extra air. Letting it boost over 8 or 10 lbs could shorten the life.
I'd put a guage on it and see how it looks first. If you're looking for performance, a 2.25" or 2.5" straight exhaust without a muffler will help a lot.

Agreed. A good "upgrade" for the turbo would be a Garrett T-25 like one from a Nissan 240sx with an external wastegate set to 8 psi (they're very close to the same size and the extra couple lbs won't hurt at all). If you have access to a good shop or a welder and a good imagination, you can build an adapter plate for it with minimal excess work.

the t25 is a smaller turbo.
there is lots of info about people turning the boost up to 15 psi. but you need to turn up the fuel.

Smaller? Not from my angle... the stock TB310 is TINY.

didn't all the SD33T's come with a T3?
why not just get a T3. they are pretty plentiful in junkyards. Check out SAABs, Turbo Grand Prix's, Volvo's etc.

Nope... it's not a T3. It's a TB310. Only application it was ever used on was the SD33. I got a T25 because the exhaust flange was almost the exact same size, so I wouldn't have to do very much modification in order to get it to fit, and the T25 spools up pretty quick.
